Is Spring Legacy a 55+ community? The CC&Rs do indeed establish the HOA as an Active Adult Community. The ordinary meaning of that phrase is the same as 55-plus, independent living, and more, all referring to communities that are intended to fall under the federal HOPA statute that allows such communities to restrict residents to 55 years of age and older.
